Subject: RE: INTERNATIONAL SCHOOL MANILA AND DAVID TOZE

I have been an international school head for 15 years with posts in Venezuela, The Netherlands, and Bangkok. In addition to my school responsibilities, I am currently on the Boards of Trustees for the Council of International schools and for the Academy for International School Heads. I have also been for 12 summers a trainer for the Principal's Training Center. Previous to moving overseas, I was on the faculty of the University of California at Berkeley where I directed the school administration program. I say all this to put my remarks about David in context. Over the years, I have worked with and observed an unusually large number of school administrators.

It is my considered opinion and one I have voiced numerous times of the past 5 years, that David Toze is one of the top 10 international school heads. His vision for learning, his high standards, his ability to "walk through walls" if necessary to accomplish his vision are wonderful to behold. He came to ISM in the same year that I came to International School Bangkok. We both took on schools that needed to improve standards in many areas. During our annual meetings and frequent phone calls and e-mails, I have learned much from David that has been helpful at my school.
